(A) The direct or indirect use of water from the Town of Harrisburg water supply system in violation of these rules and regulations is hereby prohibited. Any water customer of the Town of Harrisburg water supply system who violates these rules and regulations or permits the violations thereof shall be subject to a penalty for each violation of these rules and regulations according to the following schedule of penalties:

(B) Each penalty assessed against a water customer under these rules and regulations shall be added to said customer's water bill and shall be paid in the same manner as set forth in this code concerning the payment of the water bill. Failure to pay all or any portion of a water bill, including any penalty assessed under these rules and regulations, in a timely manner, may result in the termination of water service from the Town of Harrisburg.
(C) Each day that a violation of these rules and regulations occur shall be considered to be a separate violation.
(D) The penalties imposed herein are established pursuant to the authority of G.S. § 160A-314.
