A PUBLIC BATHING BEACH, as the term is used in this chapter shall be taken to mean any public land, road or highway adjoining public waters, specifically set aside and designated as public beaches by the placement of signs indicating the boundaries thereof within the city.

(A) No person or persons shall in any way use a public bathing beach for swimming or bathing, nor shall any person or persons loiter about or congregate on any public bathing beach except during the hours activities are permitted.
(B) The hours of permitted activities shall be posted at the entrance or at conspicuous places on each public bathing beach.

No person shall in any manner utilize or use any facilities installed incidental to a public bathing beach, including but not limited to docks, diving boards, or rafts except during the hours as posted activities are permitted, except in case of an emergency.
