(A) Each facility shall obtain a permit to operate in the county, except generators who store hazardous or low-level radioactive wastes on site for less than 90 days, or acute hazardous waste for less than 30 days.
(B) No construction or site preparation for a new hazardous waste or low-level radioactive waste facility shall be initiated prior to issuance of the permit required hereunder.
(C) No permitted facility shall significantly change its operation, including volume and types of wastes stored, transferred, treated, or disposed of, without first obtaining an amended permit therefor.
