(A) Whenever the Code Enforcement Officer shall determine that any violation of this chapter has occurred, he shall send a written notice to the violator.
(B) The notice must state that the violation must be corrected and removed not later than the tenth day after the date of the notice.
(C) If the violation is not corrected or remedied within ten days following the date of the notice required by this section, the Code Enforcement Officer is authorized and directed to correct or remove the violation, and to assess the expense of such correction or removal against the violator.
(D) This section shall not be construed to limit the authority granted by any other law for a police officer or other authorized person to remove an object which is obstructing traffic.
(E) The court may order abatement and removal of the source of an obstruction or encroachment on conviction of an offense under this chapter.
