A majority of the members shall constitute a quorum for the transaction of business. Meetings of the Library Board shall be held at a location open to the public and meet a minimum of four times per calendar year, or more frequently at the call of the Board or City Council. A written agenda, time, and location of the meeting shall be posted in the library. Meetings will be open to the public except when closed sessions are authorized by the state statutes.
