The compensable costs for a sign that is required to be reconstructed includes expenses of labor and materials and any loss in the value of the sign due to the reconstruction in excess of 15% of that value. The board shall determine the compensable costs according to standards applicable in a proceeding under Tex. Property Code, Ch. 21.
