§ 32.01 CREATION; POSITIONS.
   (A)   There is hereby created the City Police Reserve Force which shall operate under the guidance and supervision of the Chief of Police.
   (B)   There are hereby created not to exceed 28 positions for Police Reserve officers, to be appointed at the discretion of the Chief of Police.
