(A) All signs for which permits are required shall be designed, fabricated, erected, and/or installed by contractors who are licensed by the city to engage in the business of designing, fabricating, erecting, and/or installing signage in the city.
(B) Exceptions.
(1) Temporary signs as defined herein.
(2) Nonelectric shingle-type signs made of metal or wood not exceeding 32 square feet in area and attached flat to the wall of a building.
(3) Signs in residential areas, unless such a sign is intended to serve a commercial operation that exists in a residential zoning district as a non-conforming use.
(4) Signs that are designed, fabricated, and installed under the supervision of a licensed sign contractor. Said sign contractor shall then be responsible for the proper design, fabrication, and installation of said sign. This provision does not authorize an individual to perform any electrical work without the required electrician's license.
