(A) The Police Department shall act on a permit application within 30 days after the date a completed application is submitted. The permit is considered approved unless it is disapproved within that period.
(B) Upon completion and presentation of the application, the Police Department shall issue a permit under this chapter to the applicant unless grounds for denial exist under § 118.43. Such permit shall contain the signature of the issuing officer and shall show the name, the date of issuance, the expiration date of such permit, and shall have attached a photograph of the permittee. The Police Department shall keep a permanent record of all permits issued.
