(A) If the applicant requests permits for six or more taxicabs or limousines then the franchise fee shall be $150 per year for all vehicles. This fee shall be due and payable when permits are issued and on or before February 1 of each year. Upon payment of said fee, a permit card shall be issued to each taxicab or limousine, and said permit card shall be displayed conspicuously in each taxicab or limousine. The permit card shall contain a number which shall be placed or displayed on the outside of every taxicab or limousine.
(B) If the applicant requests permits for less than six taxicabs or limousines, then the franchise fee shall be $25 per vehicle per year and shall be paid to the city by the owners of the taxicab or limousine franchise. The $25 permit fee shall be paid when issued and on or before February 1 of each year. Upon payment of said fee a permit card shall be displayed conspicuously in said taxicab or limousine. The permit card shall contain a number which shall be placed on the outside of every taxicab or limousine.
