(A) If the Council finds from its investigation and hearing that public convenience and necessity justify the operation of the vehicle or vehicles for which a permit required by this chapter is desired, it shall instruct the City Secretary to issue a permit to the applicant with all provisions of this chapter.
(B) Each taxicab or limousine permit issued by the City Secretary shall be numbered and shall state the year for which such permit is issued, the name of the person to whom or which it is issued, or the assumed name under which the person shall do business, and shall state that the holder thereof has deposited with the city an insurance policy, for the protection of the general public as provided for in this chapter and such permit shall be signed by the City Secretary.
