§ 115.23 APPEAL ON DENIAL, SUSPENSION OR REVOCATION .
   If the City Manager denies the issuance of a license, or suspends or revokes a license, he/she shall send to the applicant or licensee, at the address of the business as shown on the most recent application, by certified mail, return receipt requested, written notice of such action and the right to appeal. The aggrieved party may appeal the decision of the City Manager to the Zoning Board of Adjustment in accordance with procedures set forth in the zoning ordinance of the city as amended. The filing of an appeal stays the action of the City Manager in suspending or revoking a license until the Zoning Board of Adjustment makes a final decision.
