The Killeen, Harker Heights, Bell County Joint Airport Zoning Board shall be composed of seven members, two to be appointed by the City Council of the City of Killeen, Texas, two to be appointed by the City Council of the City of Harker Heights, Texas, and two members to be appointed by the Commissioner's Court of Bell County, Texas. The seventh member shall be elected by a majority of members so appointed and the seventh member shall serve as Chairperson of the Board.
