For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ANIMAL. A living being of the biological kingdom Animalia, having a capacity for spontaneous movement and rapid motor response to stimulation, and not of a species having a capacity for articulate speech.
DIRECTOR. The Director of the City's Parks and Recreation Department.
DRONE. An unmanned aircraft system (UAS) or an unmanned aerial vehicle (UAV) that can fly under the control of a remote pilot or via global positioning system (GPS) guided autopilot mechanism.
PARK. Any property in the City of Harker Heights designated as a park, playground, recreation facility, greenspace, swimming pool, or hike and bike path, including buildings, parking lots, driveways, improvements and facilities located in such areas or used in whole or in part for such purposes.
PARK ATTENDANT. Any person employed or designated by the city to perform duties or tasks within the park and recreation areas.
VEHICLE. A device that can be used to transport or draw persons or property on a highway, roadway, or public road. The term does not include:
(1) A device exclusively used on stationary trails or tracks;
(2) Manufactured housing as that term is defined by Tex. Occupations Code Ch. 1201;
(3) A baby carriage;
(4) A disability mobility device; or
(5) A vehicle in the service of the city or a public utility.
