Work as provided for in this subchapter must be performed strictly according to the requirements of the Public Works Department, and not otherwise; and shall be performed under this supervision and in such manner and at such times as he shall prescribe and approve. The excavations and the depth, grade, and location of any such pipes, mains, laterals, sewer, or wiring shall be as prescribed by the Public Works Department in each case, provided that all excavations made within the right-of-way of any street or alley or across any square or public grounds within the city limits, shall be made in accordance with the specifications that follow in § 96.40 of this subchapter.
