(A) A person commits an offense if the person acts, operates, or conducts businesses as a credit access business without a valid certificate of registration. A certificate of registration is required for each physically separate credit access business.
(B) A certificate of registration does not authorize any activity otherwise prohibited by law, nor does it excuse the registrant from obtaining any other license, permit, certification, endorsement, registration, approval or fee otherwise required by law.
