(A) The following noise standards, unless otherwise specifically indicated, shall apply to all property within the city:

(B) Each of the noise limits specified here shall be reduced by 5 dB(A) for impulse or simple tone noises, or for noises consisting of speech or music; provided, however, that if the ambient noise level exceeds the resulting standard, the ambient shall be the standard.
(C) When a noise source can be identified and measured in more than one use district the limits of the most restrictive use district shall apply at the boundaries between different use districts.
