For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DIRECTOR. The Harker Heights Parks and Recreation Director.
PRIVATE TREES. Any trees, shrubs, bushes or woody vegetation within the territorial limits of the city that are not public trees.
PUBLIC TREES. Any trees, shrubs, bushes or woody vegetation on city property, including all city parks, streets and rights-of-way.
