The candidate for councilmember receiving a majority of all votes cast as provided in the charter hereof, for the position of councilmember under the place number which that person's name appears shall be declared the duly elected councilmember to hold said position. If no candidate for a place shall receive a majority of all votes cast in an election, a runoff election shall be called for that place.
