(A) Registrations shall be issued to each applicant complying with all applicable state laws and city ordinances, and registrations shall be refused for any applicant failing to comply with any such laws and ordinances. Nothing in this chapter shall be interpreted as granting or attempting to grant to any city inspector or employee any discretionary authority to issue a registration or to refuse to issue a registration.
(B) An original or renewal registration shall be issued or refused not more than ten days after the Building Official receives a complete application and the required fee, and the Building Official will within such time notify the applicant in writing of such determination. If the registration is refused, the notice shall set forth the reasons for the refusal and shall include a notice of any right to appeal the determination.
