§ 38.09 OBSTRUCTION OF EMERGENCY MANAGEMENT; FALSIFICATION.
   The following acts shall be unlawful:
   (A)   Failure to comply with lawful orders, regulations, rules, or directives issued by authority of the city during a declared state of disaster;
   (B)   Any act that endangers the lives, or obstructs, hinders, or delays the activities of authorized emergency management personnel, emergency management volunteers, or other authorized city personnel in the lawful exercise of any authority under this chapter, Chapter 418 of the Texas Government Code, or other city, state, or federal law;
   (C)   Any act that adversely contributes to the extent or intensity of a disaster; and
   (D)   The wearing, carrying, or displaying of any emblem, insignia, or any other means of identification as a member of the office, unless authority to do so has been granted to the person by the emergency management coordinator.
