§ 76.02 DEFINITIONS.
   For the purpose of this chapter, the following words and terms shall have the meanings ascribed to them:
   CARRIER. The owner or lessee of the vehicle in or on which the hazardous material is being transported.
   CFR. Code of Federal Regulations.
   INCIDENT. Any occurrence whereby a hazardous material as defined herein is spilled, escapes, or otherwise is rendered uncontained so as to present a threat to the environment or property of any person.
   IMPLEMENT. Any trailer or semi-trailer to be drawn by a truck tractor.
   HAZARDOUS MATERIALS. Any quantity, group, form or class of material designated as hazardous material in any official publication of the Secretary of Transportation of the United States under the authority of 49 U.S.C. 1801 through 1819 inclusive and as amended, 49 CFR 171 and 172 as amended, or 10 CFR 71 as amended and including any such publications issued after the effective date of this chapter.
   MOTOR VEHICLE. Every vehicle which is self propelled.
   RECREATIONAL VEHICLE. A vehicle which is built on a single chassis, is self-propelled or towable and designed primarily as temporary living quarters for recreational, camping, travel, or seasonal use. It shall be capable of legal registration for use on public highways; have a body of substantial, safe, and weatherproof construction, mounted upon a chassis of adequate carrying capacity; and be completely self-contained as a vehicle having all of the basic conveniences of a home including cooking, sleeping, and sanitary facilities. It shall have a minimum interior height of six feet in the living area with a fixed roof (not a pop-up variety); a gas or electric refrigerator; built-in heater which, if using a combustible fuel, must be vented to the outside; and a toilet with connected discharge into a holding tank(s) so arranged that all liquid waste of any kind flows directly into such holding tank(s) and none ever flows onto the ground.
   TRAILER/SEMI-TRAILER. Every vehicle designated or used to carry its load wholly or partially on its own structure and to be drawn by a motor vehicle, except devices used exclusively upon stationary rails or tracks.

   VEHICLE/TRUCK TRACTOR. Any motor vehicle designed to transport or draw persons or property on a highway. The term does not include a device used exclusively on stationary rails or tracks, & manufactured housing as that term is defined by the Texas Manufactured Housing Standards Act.
