(A) Every person propelling any push cart upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this transportation code and by the “Rules of the Road” portion of the State Vehicle Code, except those provisions which by their very nature have no application.
(B) Every person riding an animal or driving any animal-drawn vehicle upon a roadway shall be granted all the rights and shall be subject to all the duties applicable to the driver of a vehicle by this transportation code, except those provisions of this transportation code which by their very nature can have no application.
