The City Manager, acting through the Director of Public Works, shall be responsible for the administration of this subchapter including, but not limited to, enacting any procedures necessary for the administration of the drainage charges and the consideration of variances, developing maintenance programs, and establishing drainage criteria and standards for operation of the drainage system.
