(A) The City Council declares the city's drainage system to be a public utility, and dedicates and incorporates all existing drainage facilities, materials and supplies to the drainage, utility system on the effective date of this subchapter. All future acquisitions of real or personal property related to drainage shall be maintained as a part of the drainage utility system.
(B) Unless a person's lot or tract is exempted under this subchapter, the person may not use the drainage system for the lot or tract unless the person pays the full established drainage charge.
(C) City employees shall have access, at all reasonable times, to any benefited properties served by the drainage utility system for the purposes of inspection or repair of such system, and for the enforcement of the provisions of this subchapter.
