The City of Harker Heights shall have power to condemn and cause to be torn down and removed, any building, fence, shed, awning, sign or any erection of any kind whatsoever, or any part thereof which in the judgment of said City is liable to fall, or from any other cause to endanger the safety of persons or property, and may order the owner or his/her agent or other persons using the same to take down or remove it, or any part thereof, within such time as said City may direct, and to pass such ordinances as may be necessary and to punish by fine any neglect, failure, or refusal to comply therewith.
