The City Council shall have the power by ordinance to create wards or change the boundaries of wards so created, designating and describing same by metes and bounds or other adequate means, provided that at no time shall there be more than four wards and when created, each ward shall have as nearly as possible the same number of residents residing therein. The City Council shall change such wards every ten (10) years or the City Council, at it's discretion, may change such wards within said ten (10) year period. Said ten (10) year period shall begin with the effective date of the ordinance establishing said wards and subsequent ten (10) year periods shall begin with each change of ward boundaries. The City Council may, at its discretion, appoint a commission of citizens of the City to review the ward boundaries in order to maintain a substantial equality of residents in each district.
