The powers of the City under this charter shall be construed liberally in favor of the City, and specific mention of particular powers in the charter shall not be construed as limiting in any way the general power stated in this article. It is intended that all of the powers enumerated in Chapter 13, Title 28, Revised Civil Statues of the State of Texas of 1925 and the acts amendatory thereof and supplementary thereto now or hereafter enacted, or any other powers which, under the Constitution and laws of the State of Texas, it would be competent for this charter to specifically enumerate, and also such further power as may hereafter be granted under the Constitution and laws of Texas.
