§ 39.04 IDENTIFICATION OF MEMBERS.
   (A)   The responsibility for the identification of volunteers to be recognized shall rest with the appointed or elected head of the department, committee, commission, or other agency served by the volunteer's services; or by any citizen, city staff member, or City Councilmember who has knowledge of such service, which has gone unrecognized. The time frame for identifying volunteers shall be as close to the completion of their service as practical, but in no case shall it exceed one year's time unless such recognition is given for a lifetime of service.
   (B)   An individual will be nominated to the office of the City Manager for recognition. The nominator shall be responsible for the documentation of the services offered and the time given. Further, the nominator shall prepare a draft letter of the appreciation or the draft wording for a certificate of appreciation; and shall recommend the level of award to be given.
