It shall be the policy of the city to recognize volunteer service to the people of the city. This recognition shall be in addition to recognition given by private organizations and the individual departments or committees of the city served. The recognition shall be private and/or public in its scope. Such recognition, as given by the City Manager, Mayor, and/or the City Council, shall be in measure to the service rendered, and may take any one of several forms.
