§ 90.04 OWNER RESPONSIBILITY.
   (A)   It shall be unlawful for any person to abandon any domestic animal upon any public place, including the right-of-way of any public highway, or upon the property of another.
   (B)   No owner shall fail to provide his or her animals with good and wholesome food and water daily, proper shelter and protection from the weather, and veterinary care when needed to prevent suffering.
   (C)   No person shall maliciously injure or kill any dog or domestic animal by administering poison, by means of deadly weapons, or in any other manner.
   (D)   The owner of every animal shall be responsible for the immediate removal of any excreta deposited by his or her animals on public property or on the private property of others.
   (E)   The Town Council has the authority to implement a tag requirement and set fees for such.
   (F)   Every female dog in estrus (heat) shall be confined in a building or secure enclosure so that the dog cannot come into contact with another dog, except for planned breeding.
