(A) Permit required. No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the town/system.
(B) Classes of permit; inspection fee.
(1) There shall be two classes of building sewer permits:
(a) Residential and commercial service; and
(b) Establishments producing industrial waste.
(2) In either class, the owner or owner’s agent shall obtain a permit from the town/system. The permit shall be supplemented by any plans, specifications, or other information considered pertinent in the judgement of the Superintendent/Inspector. A permit and inspection fee of $25 for residential, $50 for commercial, and $100 for industrial shall be paid to the town/system at the time the permit is issued.
(C) Cost and expense; indemnification. All costs and expenses incidental to the installation and connection of the building sewer shall be borne by the owner. The owner or the person installing the building sewer for the owner shall indemnify the town/system from any loss or damage that may directly or indirectly be incurred by the installation.
(D) Separate building sewer required for every building. A separate and independent building sewer shall be provided for every building; except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard, or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
(E) Use of old building sewers with new buildings. Old building sewers may be used in connection with new buildings only when they are found on examination and tests by the Superintendent/Inspector to meet all requirements of this subchapter.
(F) Pipe and joint specifications.
(1) The building sewer shall be no less then SDR 35 or equal; schedule 40 pvc pipe or equal; cast iron soil pipe; ASTM specification or equal. All joints to be tight and water-proof.
(2) All joints and connections shall be made gas tight and watertight. Cast iron pipe joints shall be firmly packed with oakum or hemp and filled with molten lead, federal specification QQ-L-156, not less than one inch deep. Lead shall be run in one pouring and caulked tight. No paint, varnish, or other coatings shall be permitted on the jointing material until after the joint has been tested and approved.
(G) Size and slope. The size and slope of the building sewers shall be subject to the approval of the Superintendent/Inspector, but in no event shall the diameter be less than six inches. The slope of the six inch pipe shall not be less than one-eighth inch per foot.
(H) Elevation and alignment. Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. No building sewer shall be laid parallel to or within three feet of any bearing wall, which might thereby be weakened. The depth shall be sufficient to afford protection from frost. The building sewer shall be laid in uniform grade and in straight alignment in so far as possible. Changes in direction shall be made with properly curved pipe and fittings.
(I) Artificial lifters. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by the drains shall be lifted by approved artificial means and discharged to the building sewer. No water operated sewage ejector shall be used.
(J) Excavations; barricades.
(1) All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the Superintendent. Pipe laying and backfilling shall be performed in accordance with specifications, except that no backfill shall be placed until the work has been inspected by the Superintendent or authorized representative.
(2) All excavations for building sewer installation shall be adequately guarded with barricades and lights, and/or caution tape and/or snow fence so as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the town.
(K) Inspection of connection to public sewer. The applicant or contractor for the building sewer permit shall notify the Superintendent or authorized representative when the building sewer is ready for inspection and connection to the public sewer.
(L) Clean-out required. Customer shall furnish and install a clean-out in the customer’s sewer line for maintenance requirements.
(M) Tap standards. Materials and sewer tap will be specifications of the town/utilities system. The Superintendent or authorized representative will inspect and approve the sewer tap before the builder, contractor, or customer fills in the sewer line.
(1) All new sewer laterals fines shall be pressure tested at ten psi and must maintain ten psi for a period of one hour.
(2) The town/system shall charge an inspection fee accordingly to classification.
(3) Builders or contractors shall post a bond to the town/system in the sum of $500 per cut to insure proper repair of the streets. Final inspection of the streets shall be approved by the Superintendent or authorized representative.
(4) All material used will be at no expense to the town/system.
(N) Tap-in fee. An applicant for a new sewer service from any main line of the town-owned sewer system shall pay a tap-in fee of $1,000 with his or her application to the town/system.
(O) Back-up; one way check valve required. In cases where there is little fall in a customer’s sewer line in regards to the utility main sewer line and where the customer has had a problem with sewer back-up, it is the responsibility of the customer to install and maintain a one-way check valve in his or her sewer line to protect the customer’s property at no expense to the town/system. Failure of the one-way check valve and damage caused therefor will be at no expense to the town/system.
(P) Maintenance from point of tap. The town/system is responsible for the maintenance of the main sewer line only. Property owners are responsible for the installation and maintenance of sewers and sewer lines from the sewer tap to the point of origin at the dwelling.
(Q) Inspection of reconnections. Applicant or user shall notify the Superintendent or authorized representative when a building sewer is ready for inspection due to modification of and prior to reconnection to the public sewer.
