(A) The Board of Trustees may, from time to time, grant by contract, franchise or otherwise the exclusive right to a person to collect garbage and refuse in the village on an exclusive basis, or any other reasonable basis, that it may deem appropriate and no one shall collect garbage or refuse within the village without being granted the right to do so by the Board of Trustees.
(B) The Board of Trustees shall provide rules and regulations for the collection of the garbage and refuse as deemed necessary.
