(A) (1) Golf carts may be operated on village streets, state roads or county roads as provided herein; except that, it shall be unlawful for any person to drive or operate a golf cart upon those village streets, state roads or county roads so designated by appropriate signs posted within the village.
(2) Golf carts shall only be operated from sunrise to sunset and shall not be operated in inclement weather, nor when visibility is impaired by weather, smoke, fog or other conditions limiting visibility, nor at any time when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of 500 feet.
(B) A person operating a golf cart on village streets, state roads or county roads must comply with the following requirements.
(1) A person who operates a golf cart must have a valid driver’s license issued in his or her name by the Secretary of State of Illinois or any other state.
(2) A person who operates a golf cart must meet the mandatory insurance requirements specified by the state’s Motor Vehicle Code.
(3) A person who operates a golf cart or is in actual physical control of a golf cart while under the influence of alcohol, drugs or intoxicating compounds is subject to 625 ILCS 5/11-501 and 625 ILCS 5/11-502.
(4) A person who operates a golf cart must be 18 years of age or older.
(5) A person shall not operate a golf cart in excess of 20 mph.
(6) A person shall not operate a golf cart without a lighted headlight and tail lamps as required by 625 ILCS 5/12-201.
(7) A person shall not operate a golf cart on sidewalks, in village parks or other public places, other than designated parking areas.
(8) A person shall not operate a golf cart unless all occupants are properly restrained with seatbelts, and shall not carry passengers exceeding the golf cart’s maximum occupancy.
(9) A person shall only operate a golf cart on village streets, state roads or county roads where the posted speed limit is 35 mph or less.
(10) A person shall not operate a golf cart on designated village streets, state roads or county roads, except to cross at designated points as authorized by the village.
