This chapter shall apply to all incorporated and unincorporated land within the county except for those land areas under the jurisdiction of a city or town plan commission as defined by description or map in the County Recorder’s office in accordance with Chapter 174, Acts of 1947, of the State General Assembly, and all amendments thereto.
