§ 155.050 RESIDENTIAL DISTRICT (R).
   (A)   Intent. The Residential District (R) is established to encourage integration of a range of housing types and to enhance individual and neighborhood safety in a workable neighborhood oriented around the five-minute walk.
   (B)   Permitted uses. In the R District, only the following uses shall be permitted subject to the provisions of this chapter:
      (1)   Accessory buildings and uses as identified in this subchapter;
      (2)   Condominiums, provided that more than four unrelated people shall be permitted to reside in one dwelling unit;
      (3)   Dwellings, single-family detached, provided that more than four unrelated people shall be permitted to reside in one dwelling unit;
      (4)   Dwellings, two-family, provided that more than four unrelated people shall be permitted to reside in one dwelling unit;
      (5)   Home occupations as permitted in § 155.120;
      (6)   Public utility stations;
      (7)   Public owned and operated parks and outdoor recreation facilities and open space;
      (8)   Public services;
      (9)   Parochial, private, public, or charter elementary, junior high, and high schools;
      (10)   Religious, cultural, and fraternal activities;
      (11)   Congregate residences;
      (12)   Townhouses;
      (13)   Planned Unit Developments; and
      (14)   Apartment houses with no more than six units.
   (C)   Uses subject to special land use approval. In the R District, only the following uses shall be permitted, subject to the limitations of the special land use process as prescribed by this chapter:
      (1)   Apartment houses with more than six units;
      (2)   Bars;
      (3)   Boarding houses;
      (4)   Commercial, light;
      (5)   Commercial retail sales and service;
      (6)   Commercial retail sales, food;
      (7)   Cultural services;
      (8)   Day care, family;
      (9)   Day care, group;
      (10)   Microbrewery;
      (11)   Mixed-use buildings containing a residential single-family dwelling or dwellings and no more than one of the special land uses identified in this section;
      (12)   Mortuary, funeral homes;
      (13)   Motel, hotel;
      (14)   Non-K-12 school, commercial;
      (15)   Production filming;
      (16)   Repair services;
      (17)   Restaurant; and
      (18)   State licensed residential facilities.
      (19)   Any two- or multiple-family residential structure dwelling unit that is less than 500 square feet in floor area.
      (20)   Any single-family residential structure that is less than 600 square feet in floor area.
   (D)   Accessory buildings and uses. The following accessory buildings and uses shall be permitted in the R District:
      (1)   Accessory dwelling units, subject to the conditions set forth in § 155.111(F);
      (2)   Garage, private;
      (3)   Gazebos or arbors;
      (4)   Household pets;
      (5)   Parking lots shall be permitted as an accessory use for special land uses;
      (6)   Private swimming pools; and
      (7)   Sheds.
   (E)   Area, height, and bulk requirements.
      (1)   Minimum lot size in square feet: 2,700.
      (2)   Maximum lot size in square feet: 6,000.
      (3)   Minimum lot dimensions in feet: width: 30; depth: 60.
      (4)   Maximum height of building: in stories: three; in feet: 35.
      (5)   Minimum yard setback in feet: front: six and within two feet of adjacent structures; rear: 30; sides: five and one-half combined with a minimum of two and one-half on not less than one side.
      (6)   Minimum floor area per single-family dwelling unit (in square feet): 600.
      (7)   Minimum floor area per dwelling unit in a two- or multiple-family dwelling unit (in square feet): 500.
      (8)   Maximum lot coverage by all buildings: 67%.
   (F)   Structure and site requirements.
      (1)   All new single- and two-family dwelling units shall have a two-car garage on the same lot. Two off-street parking spaces may be provided in lieu of a garage. Pervious surfaces may be used, including porous asphalt and permeable pavers. Gravel and other loose aggregates are prohibited.
      (2)   Parking lots shall be screened from upper unit views, with trees, trellises, or carports.
      (3)   The street address shall be attached to the back gate.
      (4)   Two garbage cans placed on an elevated rack or in an enclosed building are required for each dwelling unit; in the event of a semi- or fully-automated system of refuse collection, this provision is waived.
      (5)   Only vertically oriented windows shall be permitted on the front façade.
      (6)   The front door shall face the front lot line.
      (7)   All new houses shall have a minimum twenty-four inch finished first floor line above grade.
      (8)   No new driveways or curb cuts in residential zones shall be permitted unless authorized by this chapter.
         (a)   A new curb cut for a driveway shall only be allowed on lots with a residential structure.
         (b)   A new curb cut for a driveway may be approved if the driveway design meets the standards of § 155.114(F).
         (c)   A permit from the Building Department must be approved before construction begins on a new curb cut or driveway.
      (9)   Unless the entire front yard is 100 square feet or less, not less than 50% of the uncovered lot shall be landscaped with organic materials not prohibited by this chapter or other ordinances of the City of Hamtramck.
      (10)   All detached single- or two-family dwellings shall have a roof pitch of eight-twelve or greater.
      (11)   Mansard roofs shall not be permitted.
      (12)   All dwelling units shall be consistent with surrounding housing styles.
      (13)    Commercial public pedestrian entrances shall not be permitted on the side of the building, with the exception of buildings located on corner lots. Public pedestrian entrances for buildings on corner lots may occur only on the front of the building, or the side of the building that is adjacent to the public right-of-way.
