Whenever the illegal use, sale, furnishing, giving or possession of controlled substances or drug paraphernalia repeatedly occurs on any property or when any violation of the controlled substances act or drug paraphernalia laws or any act of prostitution or soliciting for prostitution repeatedly occurs on any property, the City Council may declare by resolution that the property is a public nuisance and seek an order from the court that the nuisance be abated as provided in this subchapter.
