§ 120.005 INVESTIGATION.
   (A)   Upon receipt of such application for a license under this chapter, the original shall be referred to the Police Department for investigation of the applicant's business and moral character to be made as deemed necessary for the protection of the public good. GOOD MORAL CHARACTER shall be construed to mean the propensity on the part of the person to serve the public in the licensed area in a fair, honest, and open manner, to be determined as provided in Public Act No. 381 of 1974 (M.C.L.A. 338.41 et seq.).
   (B)   If as a result of such investigation the applicant's character or business responsibility is found to be unsatisfactory, the Chief of Police shall endorse on such application such disapproval and such reasons for the same, and return the application to the Clerk, who shall notify the applicant that the application is disapproved and that no license will be issued.
   (C)   If as a result of such investigation the character and business responsibility of the applicant are found to be satisfactory, the Chief of Police shall endorse on the application such approval and return the application so endorsed to the Clerk. If the application shall be the initial application for a license by the applicant, such application shall be referred to the City Manager, and if the City Manager shall determine that such applicant is a suitable, reputable and desirable person to engage in the business for which the application for a license has been filed, and that the business to be conducted thereunder is not detrimental to public safety, health and welfare, the City Manager, by appropriate action, shall approve such application; otherwise, the application shall be denied.
