Before the food handlers’ card is issued to any applicant by the Board of Health, the applicant shall pay to the City Treasurer an annual fee of $2, and the food handlers’ card issued to the applicant shall be effective from the date of the issue until April 30 next following. Providing however, that person handling food for fraternal, religious, educational, social or civic organizations and not in their employ shall not required to pay the fee. Cards issued without payment of fee shall be effective only in conjunction with food handling in the fraternal, religious, educational, social or civic organizations.
