§ 119.187 CERTIFICATE REQUIRED.
   Before the Clerk shall issue any license, the applicant shall furnish to him or her a certificate from the Board of Health stating that the establishment where the applicant conducts or is about to conduct the business is a proper place in which to conduct the business. The Board of Health is hereby authorized to issue the certificate upon application of any person, firm or corporation desirous of engaging in or of continuing to engage in the business. Blank applications for the purpose shall be issued by the Board of Health. Applications shall contain the information, having relation to the health of the city, as shall be required by the Board of Health; and shall further contain an agreement by which the applicant consents to the inspectors of the Board of Health having the right to enter the premises where the business is conducted for the purpose of examining or inspecting same, or any bread or other baked goods manufactured or kept therein. The application shall further contain an agreement on the part of the applicant that he or she will conform to the rules and regulations of the Board of Health relative to the conduct of the business.
