No permit to conduct a poultry slaughterhouse will be issued by the Department of Health unless, the following minimum requirements as to construction shall have been in each instance fully complied with in accordance with the approved plans and specifications.
(A) Floors, construction. The floors shall be constructed of cement, concrete or other approved water-tight, non-absorbent material, so graded and drained as to discharge all liquid matter in properly trapped sewer in compliance with the Building Code.
(B) Ceilings and walls. The ceilings shall be of a smooth, hard impervious material free from crevices, cracks, ledges or projections. The walls shall be of cement, concrete or other approved water-tight, non-absorbent material with a smooth finish to the entire height of the ceiling and shall be painted. The junctions with the ceilings and floors shall be maintained in a tight and sanitary manner.
(C) Height of ceilings. All ceilings shall be at least ten feet in height, measured from the surface of the floor to the ceiling.
(D) Ventilation. Adequate ventilation to extend ten feet above adjacent properties to the external air by natural means shall be provided for every room in which poultry is stored, killed or which is used in connection with the slaughterhouse, and in compliance with the Building Code of the city.
(E) Lights. Adequate natural or artificial light approved by the Department of Health shall be provided in every room in which poultry is stored or killed.
(F) Killing room. A separate room shall be provided which shall be used as a killing room, which shall have an area of at least 80 square feet. The width or length of this room shall not be less than eight feet. A bleeding trough must be provided; it shall be of adequate capacity and be approved by the Department of Health. The walls and face of the trough must be of cement, concrete or other approved water-tight, non-absorbent material with a smooth finish and shall discharge over properly trapped and sewer connected drains. A proper metal receptacle shall be provided to hold each bird after being slaughtered, the receptacle shall be placed where the poultry may be disposed of in a sanitary manner. The provisions of this regulation shall not apply to a poultry slaughterhouse in which a wholesale business is carried on principally, except that poultry shall be killed in places in receptacles approved by the Department of Health.
(G) Dry plucking rooms. Where dry plucking is the method always employed, a separate room shall be provided, which shall be used exclusively for the dry plucking of poultry killed at the premises. The area of this room shall be at least 100 square feet. The width or length of this room shall not be less than eight feet. The walls shall be constructed of approved water-tight, nonabsorbent tile or brick, and the floor and ceiling shall be constructed of non-absorbent, water-proof material; floor to be graded and drained. Proper receptacles shall be provided for the holding, storing or keeping of all feathers.
(H) Waiting room. A separate room shall be provided as a waiting room for the customers. The area of this room shall be at least 550 square feet.
(I) Storage; crates or batteries. A separate room shall be provided for the storage of live poultry in crates or batteries. The area of this room shall be at least 270 square feet. Cages or batteries shall be elevated at least one foot above the floor level and shall not be placed nearer than two feet from the side walls of the building.
(J) Water supply. Permanent fixtures shall be provided for the furnishing of an adequate supply of fresh water for flushing all parts of the premises.
(K) Rat-proofing. The room or receptacle for the storage of food for the poultry shall be constructed rat-proof.
(L) Toilet facilities. Adequate water-closet accommodation for male and female persons shall be provided, and sufficient fixtures with hot and cold running water for washing purposes shall be provided at all times; the toilet room or rooms shall be ventilated to the outside air by a direct or an approved indirect method.
(M) Screening. All doors, windows and other openings to the outer air shall be properly and adequately screened. All doors shall be equipped with self closing devices.
(N) Hot water. Adequate facilities shall be provided to ensure a sufficient supply of running hot water at all times.
(O) Odors. Suitable and adequate means shall be provided for the disposal of offensive odors.
(P) Empty crates. A separate room shall be provided for the storage of empty crates.
(Q) Garbage disposal. All garbage shall be disposed by Saturday, midnight, by the operators of the poultry business. It shall be unlawful for the operators or their employees to deposit the garbage in the alleys or other public places. The garbage shall be burned in incinerators or carried out beyond the confines of the city.
