Application for the approval of plans and specifications and for permit shall be made by the owner of the site to the Department of Health, upon official blanks furnished for that purpose by the Department. No permit to conduct a poultry slaughterhouse shall be issued by the Department of Health unless the, plans and specifications of the proposed slaughterhouse shall have been approved by the Department.
