No person or persons, firm, partnership or corporation shall, own, operate or cause to be operated within the city, any business conducted for the purpose of selling articles of food unless the business is operated in a permanent structure or building meeting the requirements of the Building Code, without first obtaining a license therefore from the Clerk and complying with the terms of this subchapter.
