Any person or persons, firm or corporation, selling fresh or smoked meats at retail within the city who, or which, shall be convicted of the violation of any of the terms of this subchapter shall, in addition to all other penalties prescribed by law or ordinance, as punishment for the violation, be liable to forfeiture of license granted under the provisions of this subchapter, upon proper action by the City Council.
