No fresh or smoked meats shall be exposed for sale upon any counter, block or slab, in any meat market, butcher shop, store, stall or booth in which fresh or smoked meats are sold at retail in the city in a manner as to permit handling by the general public, but shall be protected by partitions of glass, wood or metal, so erected as to keep the same in a clean and sanitary manner to meet the approval of the food inspector.
