It shall be the duty of the health officer and food inspector of the city or City Manager’s designee to investigate the premises in every case where there is reasonable ground to believe that decayed, tainted or spoiled meat, vegetables or food stuffs of any kind are being sold, offered for sale, or had in the possession for the purpose of offering for sale, and for that purpose the officers shall have the right at reasonable hours to enter the premises of any store, meat market, butcher shop, restaurants or lunch room where meat, vegetables or any other food stuffs whatsoever are publicly or offered for sale.
