The having or keeping of any decayed, tainted or spoiled meat, vegetables or food stuffs of any kind in any refrigerator, ice box or case, wherein are usually kept good meat, vegetables or other food stuffs to be sold or offered for sale in the city, shall be deemed prima facie evidence of the violation of terms of this subchapter.
