Each and every person who shall sell, offer for sale, or have in possession for the purpose of selling or offering for sale, any decayed, tainted or spoiled meat, vegetables, food stuffs of any kind within the city, either as principal, officer, agent or employee shall be deemed to be violating the provisions of this subchapter.
