Producers and hucksters are hereby required to thoroughly clean their stalls, stands or places after market hours and before leaving the same. No person shall deposit vegetable refuse or other garbage, broken crates, boxes, barrels or pieces thereof, paper or other rubbish in any place in a public market except in the proper permanent concrete or iron or steel receptacles which shall be erected by the market master. It shall be unlawful to burn any garbage or rubbish in any public market.
