(A) Before a license can be issued by the City Clerk on the application for either a Class A or Class D restaurant, buffet, lunch room, lunch counter, public dining hall or place where victuals and food are prepared or manufactured in the city, the application shall be presented to the health officer and the Chief of the Fire Department as hereinafter provided in this subchapter.
(B) The City Clerk shall submit to the City Council the application together with the report of the Chief of Police, health officer and the Chief of the Fire Department thereon. If the Council shall find, as a result of its investigation and the reports made to it by the officers hereinbefore mentioned, that the applicant is of good moral character and is a suitable person to conduct and operate a restaurant, buffer, lunch room, lunch counter, public dining hall or place where victuals and food are prepared or manufactured and, in cases where application is made for a license to conduct the business herein designated as Class A, that the applicant is a citizen of the United States, it shall direct the City Clerk to issue a license therefor, and thereupon, the City Clerk shall issue a license to conduct and operate the business upon the payment of the license fee herein prescribed.
